The trial scheme on Voltaire Road, scheduled to begin in November 2025, has been developed through extensive engagement with local people and businesses, which indicated strong support for the introduction of more community space.

It’s anticipated to be a big boost for the area’s popular food, drink and hospitality businesses, who would be able to use the widened street space for additional tables and chairs, on application. Traders reported increased footfall during successful car free day events.

The improvements would also provide more accessible space for the 7,000 pedestrians who use the street each day, many of them travelling through Clapham High Street overground station.

Key features of the trial include:

  • Creation of a new pedestrian and cycle zone, enforced by ANPR cameras, with limited vehicle access for loading and servicing between 7am and 12 midday, Monday to Friday.
  • Repurposing parking bays to deliver 179 square metres of additional public space. Asphalt ramps will be installed to make the space accessible for people using wheelchairs, buggies and mobility scooters.
  • Enhanced public realm with planters, space for business seating, and improved accessibility for all, including those using mobility aids and pushchairs.
Ongoing engagement with local residents, businesses, and stakeholders to gather feedback and monitor the scheme’s impact.

The Voltaire Road Reimagined trial builds on the success of previous car free days and follows extensive community engagement, which highlighted strong support for pedestrianisation and more community space.

Word from the Cabinet

Councillor Rezina Chowdhury, Deputy Leader, Sustainable Lambeth and Clean Air, said: “This trial is a fantastic opportunity to create a safer, greener, and more welcoming space for everyone in Clapham. By prioritising people over cars, we’re supporting local businesses, improving air quality, and making our streets more accessible and enjoyable for all.

“We’ve been blown away by the popularity of the car free days on Voltaire Road in recent years, so now is the perfect time to trial longer-term changes that would extend the benefits of going car-free to every day of the week.”

Carole Powell, BID Manager, This is Clapham BID said: “We are incredibly proud of the collaboration between This is Clapham BID, Lambeth Council, local businesses and people on Voltaire Road, and are excited to see the pedestrianisation trial extended to seven days a week.

“It has been a joy to see the space evolve into somewhere people can relax, connect, and enjoy over the last three years. The car-free weekends have given the street a clearer identity, transforming into a lively, welcoming area that fosters a real sense of community.”

The trial would run for up to 18 months under an Experimental Traffic Management Order, with continuous monitoring and opportunities for public feedback. The project is funded by a grant from Transport for London.

Residents, businesses, and visitors are encouraged to share their experiences and feedback throughout the trial period. The council will use any feedback and monitoring data to inform any future decisions about the scheme.

A decision report has been published, setting out the background and details of the scheme and is subject to a standard 5-day call-in period before being formally approved.

The proposed Voltaire Road Reimagined trial is part of Lambeth’s wider Streets Reimagined programme, which aims to create healthier, more sustainable neighbourhoods across the borough.
