Lambeth launches PCN refund process for West Dulwich Street Improvements

The West Dulwich Street Improvements were established on a trial basis to reduce road danger and create a safer and healthier neighbourhood where residents could live happier, healthier lives.

The improvements included a range of measures, including traffic filters to remove through-traffic, and new seating, cycle parking and greenery across the neighbourhood. The trial scheme was launched on 9 September 2024.

However, the legal basis of the scheme was challenged by a group of local residents and businesses. Following a hearing earlier this year, the High Court allowed part of their claim against the council and subsequently ordered the removal of the traffic restrictions.

Lambeth Council can confirm that the restrictions, including the signs and cameras, have been removed and that the scheme is no longer being enforced. Following the court ruling, the council is refunding confirmed Penalty Charge Notice (PCN) fines issued in relation to the scheme.

Motorists who received and paid PCNs, specifically those issued in relation to the Street Improvement Scheme in West Dulwich, for driving through the traffic filters at Ardlui Road, Carson Road, Chatsworth Way, Eastmearn Road and Tulsemere Road, can apply for their refund on the council’s website – https://www.lambeth.gov.uk/wdhnrefund. PCNs issued in relation to this scheme that were not yet paid have been cancelled.

The council’s approach manages the operational and technical challenges of the task. It also ensures that the council holds up-to-date details and confidence that the right refund is paid to the right person. The council has a duty to all Lambeth taxpayers for ensuring that public money is managed responsibly.

In July and August, the council will be repairing sections of the pavement that have been damaged by tree roots. To keep trees healthy and prevent roots from becoming trip hazards, the pavement around a number of trees will be renovated with a breathable, flexible material, making the pavements smoother, safer and more accessible for everyone.

Word from the Cabinet

Cllr Rezina Chowdhury, Deputy Leader of Lambeth Council and Cabinet Member for Sustainable Lambeth and Clean Air, said: “The council has delivered an ambitious and successful programme across Lambeth to make our neighbourhoods more pleasant, and roads safer, more vibrant, green and accessible.

“We remain fully committed to working with local communities to transform streets across the borough and getting on with our programme to deliver benefits for everyone.”
