Lambeth: Council asks residents for views on Neighbourhood Plan for Kennington, Oval and Vauxhall

Lambeth is inviting residents to submit their views on the Neighbourhood Plan for Kennington, Oval and Vauxhall (KOV), which affects the three wards and the southernmost part of the Waterloo & South Bank ward.

Lambeth: Council asks residents for views on Neighbourhood Plan for Kennington, Oval and Vauxhall

The draft Neighbourhood Plan, developed by the Kennington, Oval and Vauxhall Neighbourhood Forum, includes policies seeking to identify and protect open spaces, social infrastructure premises, shops and services, and local views within the area that are important to the local community. The plan also proposes a series of measures to help improve air quality.

If the draft KOV Neighbourhood Plan is adopted, these policies will be part of Lambeth’s statutory Development Plan, which includes the London Plan 2021, the Lambeth Local Plan 2021 (PDF 16.4MB) and the Southbank and Waterloo Neighbourhood Plan (PDF 5MB) and associated planning guidance.

The content of the Plan is being consulted at the moment in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012. Public consultation will run for a period of six weeks until Monday, 12 May 2025.

As part of the consultation process, residents will be able to view the following key documents:

  • Kennington, Oval and Vauxhall Neighbourhood Plan Policies Map
  • Consultation Statement
  • Basic Conditions Statement
  • Strategic Environmental Assessment (SEA) Screening Report (July 2024) and appendix
  • Addendum to Strategic Environmental Assessment (SEA) Screening Report (February 2025)
  • Habitats Regulations Assessment (HRA) Screening Report (February 2025)

Hard copies of each of these documents are also available to inspect at:

  • Lambeth Civic Centre, 6 Brixton Hill, London SW2 1EG by appointment only. To arrange, please email planningpolicy@lambeth.gov.uk, and

Representations can be submitted using the online survey or via email to planningpolicy@lambeth.gov.uk. If you decide to submit your representation via email, please state the following in the email’s subject: ‘KOV draft Neighbourhood Plan consultation – Representation’ followed by the name of your organisation or your initials if you are an individual.

Following consultation, Council officers will process the representations received and forward them to an independent Examiner, who will be responsible for the running of the next stage in the preparation of the Neighbourhood Plan, i.e. the Examination. The Examiner will take all representations into consideration before deciding whether the Plan can be adopted.
