Lambeth Council challenges validity of Loughborough Estate management board AGM

The council had previously raised concerns with LEMB that its rules require an AGM to be held in person. In November 2025, Lambeth offered LEMB the use of the Town Hall and support in liaising with the police to help ensure the next AGM could take place safely and in an orderly manner. Despite this offer, the AGM held in February 2026 went ahead online. The council had made clear in advance that it would not recognise the meeting or the outcome of any ballot to decide on the future management of the estate held during it and insisted that LEMB hold a valid AGM as soon as possible.

During Friday’s meeting, residents were heard to raise concerns about the conduct of proceedings, including how a vote on whether LEMB should continue managing the estate or return management to the council was conducted. Council representatives attending the meeting reported that the voting process was unclear and that the meeting ended without an opportunity for residents to raise matters under Any Other Business. Some residents were shouting “LEMB out” and displaying placards throughout the meeting.

Lambeth Council is currently pursuing legal proceedings against LEMB.

A spokesperson for Lambeth Council said:

“We are disappointed that LEMB proceeded with an online AGM despite the council setting out its concerns about whether this complied with the board’s own rules. We have previously offered the use of the Town Hall and support to help the meeting take place safely.

“Residents deserve a fair and legitimate process for deciding how their estate is managed. The council will not recognise the outcome of Friday’s meeting or any ballot held during it, as we had already made clear.

“We remain committed to working in the interests of Loughborough Estate residents and ensuring that any decisions about the future management of their estate are conducted accordingly.”
